Seasonal change: inquiry into the Seasonal Worker Programme

This report documents the review of the Seasonal Worker Programme by the Joint Standing Committee on Migration. In conducting the review, the committee gave particular regard to: (1) the role of seasonal workers in the horticulture industry; (2) expanding the Seasonal Worker Programme to other countries and sectors; (3) the current and projected future workforce requirements for sectors that may benefit from seasonal workers; (4) the impact on the Australian labour force of the current and projected Seasonal Worker Programme; (5) the merits and challenges of increased recruitment of overseas workers, in particular providing increased access for women and youth workers; (6) the role of the Seasonal Worker Programme in supporting development assistance in the Pacific; (7) any legislative and other impediments in attracting seasonal workers; and (8) the visa regime for seasonal workers, including compliance and related issues. The report found that overall submitters were very supportive of the programme and its objectives to contribute to economic development and support Australian employers in the horticulture industry. However, the committee received evidence that there were a number of impediments preventing the programme from reaching its full potential. These impediments are detailed in the report, along with nine recommendations grouped under headings reflecting the terms of reference. Show less
